The exception to this rule would be with roads and water pipes, as the breakdowns produced by under funding will cripple a burgeoning town. Additionally, these facilities do not need to be funded 100%, but only to the level (or slightly above) where they are needed. Along the lines of what others are saying, you don't need every facility in early game (or ever depending on the type of city you are going for).
